Meaning

The protestors undressed themselves publicly and the police came to arrest them as they protested. “Wailed down Wall” literally refers to Wall Street, but could also be a reference to the “Wailing Wall,” part of the Temple of Prayer in the Old City of Jerusalem. The Staten Island ferry “also wailed,” but perhaps the speaker is perceiving this wail as more of a lament?
