Being recognized as Springfield’s safest bus driver is not really a prestigious award, the choices being Otto or Principal Skinner in the one episode when he went nuts, but for Otto it means something. He feels as if he has found a small way to be useful to society. This helps alleviate the shame he feels for being such an under-acheiver.
Additionally, the irony here is that Otto is hardly a safe bus driver as he is always depicted driving with his headphones on.
