This could refer to the theory that even politicians are elected democratically, many of them turn out to be related. Supposedly, of the 44 US presidents, only one of them did not descend from King John Lackland of England.
This line also refers to the lack of social mobility in our world. Whether you succeed or fail in life, even whether you live or die, can depend partly or wholly on where you come from, what values are instilled in you, and what traits your ancestral line has given you. The biological lottery is a real thing, and the only way to give everyone the fair shot they deserve is to increase social mobility.
