Following the ancient Near-Eastern understanding of the cosmos at the time, the understanding is that the sky is made of water, separated from the earth below by a sort of transparent tarp, or firmament. (It is through this water, for instance, that the Egyptian sun god Ra rowed his boat from east to west every day.)
