You know how looking over the edge of a high place gives you the perverse idea of jumping off? Just to sort of…see what would happen? What kind of Darwinian glitch is that? Anyway, that’s what Horatio’s talking about. “Toys of desperation” = wild ideas, fancies of doing something desperate or crazy.
